I think this is a tapestry, which is a work of artistic craftsmanship. Such works are subject to FOP in the UK if they're permanently displayed in premises open to the public. The University Web site isn't entirely clear whether the chapel is open to those not associated with the University[1], but the fact that the photographer was there suggests it is in practice. I'm not sure about permanency: there are photos of the chapel showing a different tapestry[2] but it may still be that this one is intended to be permanent.
