 Keep: Based on COM:FOP#Permanent vs temporary I think well dressings qualify as "permanent" for the purposes of freedom of panorama. Being made mainly of flower petals, I'd expect a well dressing to be intrinsically short-lived, and to spend its entire existence on public display. I think well dressings are thus subject to freedom of panorama and so this picture is not a forbidden derivative work. Despite all the pictures in Category:Well dressing, I think this is our first DR for one. --bjh21 (talk) 14:22, 15 February 2024 (UTC)

It's a frame, just laid down in the street. I really don't think that it can be considered as "permanent". Ruthven (msg) 17:17, 15 February 2024 (UTC)
